Early Childhood Education CAPS advocates for a rich, high-quality learning environment for all young children. Research consistently has confirmed that educational programs for kindergarten through third grade have common elements that lead to success. Two important elements are: certified teachers with professional development opportunities in early education; and rich learning environments with curricula that address students' developmental needs in all domains. Future education policies need to recognize the value of a continuum of education from birth through adulthood. CAPS supports fully funded, full-day kindergarten for all children in the Commonwealth of Pennsylvania. In addition, we support early childhood programs implemented by qualified teachers, in a classroom environment conducive to learning.

Community members had a chance to see first-hand the quality of education provided daily in our public schools. The event was sponsored by the Council for the Advancement of Public Schools and the Pennsylvania State Education Association, Mideastern Region.
